Hi everyone.
Does anyone have experience with a false refusal of FSW PR application with a rejection reason of insufficient funds?
I have CAD 27000 for a family of 4, while the minimum stated in IRCC website is CAD 24700. In my proof of funds I have shown 20000USD which is equivalent to CAD 27600 on the day of my application submission. The money is on my USD visa card and is free to use. The money was available for the last 1 year back from the application date.

Any advise what to do? Can I appeal the decision of the officer? What are my chances then?

What do you mean on your USD Visa card? Is the money in a bank account and you have showed the balance over a 6 month period.

Do you mean that you have a US visa card with a $20,000 credit limit or do you mean something else? Can you explain further?

The money in sum of 20000USD is on a bank card-account and it is free of any loans or credit lines. I have showed the balance of 6months and the same sum was available for these period.

What did you show as evidence for POF?

What exactly did the refusal letter say?

So a US bank like Chase or Bank of America? So you have bank letters signed off from the bank for POF? You did the following:

Letter(s) must

  • be printed on the financial institution’s letterhead
  • include their contact information (address, telephone number and email address)
  • include your name
  • list outstanding debts such as credit card debts and loans
  • include, for each current bank and investment account, the
    • account numbers
    • date each account was opened
    • current balance of each account
    • average balance for the past 6 months

What exactly did the refusal letter say?
Evidence as proof of funds - statement from the bank on bank's letterhead stating that I don't have any liabilities, the account number, the sum available on the account in USD, turnover of 6months (which was only 1300USD, which means that the money was available on the account even 6months ago).

Refusal reason: "For your family size of four (4) persons, the minimum funds requirement currently is CAD $24,733 (see https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/documents/proof-funds.html). You did not provide satisfactory evidence of sufficient funds for yourself and your family.
You have not submitted evidence that you have obtained arranged employment within the meaning of the IRPR. Therefore I am not satisfied that you will be able to become economically established in Canada."

Not a US bank. I just stated that the currency of my bank account was USD. Everything mentioned above was included in my POF letter :(

Have you added a LOE stating the equivalent value in CAD?!

Put your self in officer place, treating many files per day. I don't think he will calculate! I think the officer just saw the numbers and thought it's in CAD.
I don't know how to appeal the decision. Try to contact an immigration lawyer ASAP.

I didn't put the CAD in my bank letter either. My application was processed flawlessly. In fact, I asked my bank specifically to add the CAD amount, the bank refused. My bank told me that IRCC would call and confirm. So "putting yourself in X's shoes" has nothing to do with it. Browse the forum and see how many banks don't give out CAD amount in the letter and it is perfectly acceptable. Since you are new, it'll help to check practical info.

I don't think that the core issue here is CAD amount at all. Either the officer miscalculated or OP did something very wrong.
