Noc code decision based on Job title or Job Duties

Hi,

I would like to know that NOC Code decide based on Job Title or Job Duties? I have completed BCA ( Bachelor of Computer Application) and MCA (Master of Computer Application). I have couple of years experience in computer software programming/development. My job title mentioned Software Engineer/ Senior Software Engineer. these job title fall in in Noc code 21231 – Software engineers and designers but in my job responsibilities letter mentioned duties matched with Noc code 21230 – Computer systems developers and programmers. I am bit confuse about under which noc code my profile fall and what basis decide Noc code job title or Duties?
