A quick question, can I apply for family sponsorship using Quebec civil union? is it considered as marriage or it is like common-law and have to proof that you lived one year together?

Short answer is no. You need to either get legally married or live together for a year continuously to become common law and have evidence to prove the year of cohabitation. Quebec's civil union is only recognized by the province. It is not recognized by IRCC.

You mean this specifically addressed on the IRCC website? No. Provincial rules are irrelevant. You need to go by IRCC's definitions.

IRCC's definition of marriage and common law are extremely clear. For marriage, you need to be actually married and have a marriage certificate. For common law, you must live together continuously for at least one full year.
