Hello,
My name is mina. I was accepted by a college for business management diploma may 2023 but i want to change it to another one January 2024 when i am inside canada.

The problem is according to ircc website i should be active.
Does this mean i must be already a student when requesting a change of college?

so you have a study permit. Will you be studying at the first college before changing? If so need a new permit. Plus you will need a permit because it is more than 6 months between the programs,

No, i won't be studying at the first college but i want to first come to canada on may at most. Then apply when I am inside canada.

So you need a new study permit. If you come in May, you may be denied entry because your study permit will be cancelled for not studying at the program you were approved for. You cannot work either so would have to show funds to live until January (if you are allowed in Canada). Applying from within Canada may be problematic. Your permit is processed from home country not inland so need to show strong reasons to return.

Why do you want to come to Canada 6 months before your new program. Very suspicious

Because some of my friends had a long time with finding a job and find that it is difficult to be accustomed to living in Canada for a period of time.

Not a strong reason. You anyways cannot work until you start studying. No one will give out a job 6 months ahead of joining. At the most, come to Canada 1 month before your studies.
