Since Metro is a corporate company and has many branches, does store managers have the ability to provide LMIA to their employees or participate in streams such as OINP?
 
LMIA are generally handled by the corporate office and HR. Store manager may not have the ability to provide LMIA. It requires the company to do extensive documentation

There is nothing stopping them from appying for an LMIA. Whether they are willing to do so is a different matter.

For OINP, you'll need to speak with them about the employer forms and see if they are willing to complete them. Large companies sometimes aren't willing to go through the process. I don't know if this is the case for Metro. You will need to ask HR.
