Rights and privileges while awaiting permanent residence in Ontario

Hi all! I'm planning to sponsor my American wife and child (we all live outside Canada at present). After getting the AOR we're planning to move to Ontario.

Do you know what rights/privileges they would have as a "temporary resident" (i.e. visitor) awaiting permanent residence? From what I've found so far, they should be eligible for health insurance and open work permit. How about things like public school, driver's licence/insurance, opening bank account, etc.?

For those of you who've experienced this situation, we'd greatly appreciate your feedback, knowledge, and insight into what they can/can't do. Thanks in advance.

No idea about owp, but here what been said about public school:

For anyone who has a situation like mine, the solution is to apply for a visitor record for the kids. Though one can get a visitor record at the port of entry, we have been advised to enter the country first and then raise a request for a visitor record. Hope this helps someone in the future.

And yeah, in case anyone has a doubt, kid of a PR even if on TRV is entitled to public education in Canada. They just need the additional documentation of a visitor record.

If you sponsor her outland, then she will not qualify for an open work permit. Both she and you would need to first come to Canada and then submit an inland application in order for her to qualify for an OWP. Whether she qualifies for health insurance will depend on the province.

They won’t qualify for OHIP until AIP which comes right before PR approval. Often it is faster to just wait until you get PR to apply for OHIP. If your wife gets an OWP after inland sponsorship she will qualify for OHIP if she is employed In a full-time job that is scheduled to last over 6 months. You will need to take out private medical insurance for emergencies and pay for any routine care. If you receive extended benefits from your employer they won’t be able to accessed by the rest of your family until they have OHIP.
