PR Card Application CANCELLED

Long story short: both my wife and I landed in Toronto (we did a soft landing back in July 2022 if you see some of my other threads) and we applied for PR Card at the same time. I got my PR card sent to the provided Canadian address and all went well for me (after several web form to query its status).

Today I got a shocked response from a webform's response saying that my wife's PR application was cancelled due to non-compliance.

I find that this is so reckless from IRCC part because both of us apply at the same time at the border, gave the same information, and received no request saying that the address is missed in her application. If there were a notification telling my wife that she missed it and we ignored, then it would have been our fault. But in this case, we did not received any thing, (and btw, there were a correspondence letter back in Feb 2023 saying that IRCC received the application and is processing that). Within one month, they suddenly announce the cancellation (and she has been waited for almost 9 months now, this is so unfair that we have to restart everything from scratch.

Did anyone else experience this before? What should I do as the next steps...my wife can certainly re-apply but again what could happen if the 2nd application get cancelled because of things that is not of our fault...also, we currently stay in the US, what could be the implication of applying a new PR card application in the US?

You can't apply for a PR card from abroad!

What makes you think that the OP was abroad? They clearly stated that they applied in Canada.

For my case, I had sent multiple emails requesting address change for both of us. The turn around time is atrocious - around 60 days. Randomly they decided to update my address on file but not my wife’s.

Hi there, let me update my part a bit here. It has been some time. I have to admit that it was not IRCC's fault (I wrote that they were reckless...), it was actually our fault. The thing here is: the Express Entry application is DIFFERENT than the PR Card application, in the sense that both my wife and me are on the same express entry application but different PR card application. That sounds simple but yes, after waiting for so many years and the decision came together, we tend to think that everything are the same for both of us. So essentially my wife and me each receive a letter for photo re-submission, but she overlooked her email and I thought that it was sent only to me. Then I sent in both my wife's photos and my photos under MY PR Card Application number, and that was where the confusion was created...The submitted photos were only processed for me, and my wife photos were never received any attention (I guess it was discarded).

So after sending the webform replies back and forth to IRCC officers, and as you might already know, each of them would give a different response , I finally got a reply from one of them saying that you just need to resubmit the photos, and voila. My wife got her PR card back in Apr 2023.

My tone in the webform actually changed from (initially) angry to (finally) politely because I realized that was our fault. However, it depends on your specific situation that you can write nicely to them and explain to them what happened without directly admitting your fault (if any), what I meant is to show them your effort to comply with what was asked for, and they will probably just tell you how to resolve it. I listed to them the different timeline milestone in the PR card application process for my wife (and skipped the email that was sent to my wife). They were then asked me to provide the photos and a letter explaining the situation, which I just explained what happened when I asked for my wife's PR application status update, and indicating that I am complying with the requirements.

Another point worth noting is that: if you send the webform under your name (client name in the form) and asking for your wife's information, they will not provide the information. You need to send the webform under your wife's name and probably her email address, then they will start providing information. This is to protect the information I guess.

1 - Did you receive any photos resubmission request? I noticed that lots of us got that request last time, I don't know if it is still the case these days.
2 - If yes, did you send in the photos for both you and your wife in the same envelope (and indicate any change of address in the package)?
3 - If any of the answer for the above are "no", did you try update the address via the update address website or via the webform?

If your answer to 2 is yes (and you already got your PR card), highly likely you were in the same situation with me, i.e. your wife should have independently update her address with her own PR card application number.

If your answer to 3 is "only via the webform", you can justify it in explaining to them that you attempted to send address update via the webform because you were not able to update it via the website (I was not able to do it last time as the website returned "could not find application"). Then provide them the new address in the webform and ask them if they can help --> they will probably ask you to do something (finger crossed).

Yes, this is precisely our situation. I have sent them out yet another webform submission (fingers-crossed) with a detailed attachment of the timeline & email screenshots (of IRCC submission & response) as a PDF. I have selected the type of enquiry as `Request urgent processing of renewal or replacement card and have already applied`. I am hoping they take the time to read the enquiry since I believe they just look at the type and the UIC/ application id provided and answer with a boiler plate response regardless of the text in the enquiry.
