A 2 year work permit holder in Canada wants to go across the border to USA for few days. Does he have a chance to get the visa from here or because he is a temporary resident of Canada he should have got the USA Visa from his country of Citizenship?

You can apply for a US Visa from Canada if you are a temporary resident of Canada. Just make sure to wait atleast 6-7 months before you apply if you are doing it for the 1st time unless there is a strong justification to apply immediately.

Few of my acquaintances applied as soon as they got PR the visa Interview officer reject saying apply again after spending some time in Canada
