I encountered a problem with IRCC after more than two years had passed to review the immigration file in the Cairo office, Egypt. They sent a letter saying you are not sure about the results of the IELTS certificate. And he wants proof after the certificate expires on 7/24/2022. I addressed the center repeatedly, and an e-mail received that the certificate has expired for more than two years, and we do not have any information for it, and it has expired, and I do not know what to do with the waiting letter after 30 days? (I have reviewed your application and documents you submitted in its support. Subsection 11(1) of the Immigration Act provides that a foreign national must, before entering Canada, apply to an officer for a visa or any other document required by the Regulations. The visa or document shall be issued if, following an examination, the officer is satisfied that the foreign national is not inadmissible and meet the requirements of this Act.
I have reasonable grounds to believe that you have not fulfilled the requirement put upon you by section 16(1) of the Immigration Act, which states: 16(1) A person who makes an application must answer truthfully all questions put to them for the purpose of the examination and must produce a visa and all relevant evidence and documents that the officer reasonably requires.
Specially, I have concerns regarding the authenticity of your IELTS test results you have submitted under TRF #20EGO0DS001G. Upon verification, it appears that this is not a genuine IELTS test result and is fraudulent.
As you submitted English as your first official language, and this gave you enough points to meet the minimum threshold for the Comprehensive Ranking System (on which you scored 471 against the minimum of 468), this is material to my decision regarding your eligibility as a federal skilled worker and could constitute misrepresentation under section A40 of the Immigration and
Refugee Protection Act.
I would like to give you an opportunity to respond to this information. I will afford you 30 days from the date of this letter to make any representations in this regard)

IRCC believes that your IELTS result is fake. You have to prove that it is not. Simple as that.

Are you saying that the centre that issued you the IELTS no longer exists, or they do not have the information?

At any rate: consider that if you are short on time and the testing centre cannot provide the answers, you may be best to re-do the test right away (at some other testing centre, obviously). And you should expect that the IRCC will confirm somehow that it is you taking the test.

At any rate: consider that if you are short on time and the testing centre cannot provide the answers, you may be best to re-do the test right away (at some other testing centre, obviously). And you should expect that the IRCC will confirm somehow that it is you taking the test.
The certificate that exceeded two years becomes expired and the center does not have any information to provide. And if a new exam is tested, I don't know if the IRCC will agree to this, because there is no exam permitting program New because the FSW program considers all these points, and it did not mention what documents I should provide, knowing that I have an email when paying the exam and I have the latest proof that the center does not have any documents Information about this certificate

Do you have the original certificate? Provide that. Provide also copy of email from the centre.

Honestly don't understand what that sentence is supposed to mean.

So I repeat my suggestion: in addition to above, go and take the test anew ASAP and provide those results, and explain to the visa officer (in a letter) that you have done so, and do not know what else you can do.

Your goal is to show however you can that you've done the possible on your first test (as best you can to show it was not fake), AND show that your English is above the required level for the type of visa.

Agree with @armoured, provide the original certificate to prove authenticity. You should have a copy. Provide the full address of the testing centre with contact information. IRCC knows what centres issue fake certificates and if you went to one of the centres then your certificate is fake.

If you don’t know how to respond then hire an immigration lawyer.

The issue in your PFL is not the expiry but that IRCC believes the certificate is fake. You may have taken the test but the centre may have forged/changed your test result. IRCC knows what centres provide fake or doctored tests. What centre?

I know very little about the specifics of the centres, but my impression - things I have heard - is that the concern can also be whether the individual that wrote the test is the applicant (which may or may not involve the staff of the centre).

If I'm right, and the original certificate is not available and nothign can be got from the centre, I don't know of a solution - apart from (possibly) re-doing the test. (Which may not address the issue of possible fraud...but at least convince IRCC the applicant has the required level of English).

I was rejected and banned for five years from Canada. Although documents are submitted. And I don't know what to do?

So you and your lawyer responded to the PFL and IRCC issued you a ban? If so nothing you can do but wait for ban to end. Or if there was an error in law for PFL and ban then talk to your Canadian immigration lawyer about an appeal but it will cost a lot of money and may not be overturned.
