We have a number of individuals on this forum who have successfully pursued mandamus to force IRCC to make a decision in their case where their case has taken an unreasonably long period of time. Immigration is not above a writ of mandamus. Of course it's a personal decision whether to spend the money and mandamus works best in situations where the applicant's processing time has significantly exceeded the estimated processing time.Will not help and immigration above all the system you can’t do nothing spending money for nothing
