I think you need your eCOPR/COPR in order to get domestic fees at a Canadian University as it's the document that gives the specific date that you become a Canadian permanent resident, before that you are just approved but not "landed"Given the message you took from IRCC at Portal 1 stage, can we suppose that the first sentence is a proof that someone in Canada pay domestic fee rather than international fee for the college?

Now people who applied in march 2022 are getting portal1 now.
