No work experience till now as I am fresher..my brother works in NRC canada and he kis PR resident but my question is should I apply for govt job or move to canada

You don’t have work authorization so cannot work in Canada. Also have no work experience. Get a job, get some experience and learn French. Or move to Canada - if you meet EE requirements then apply but need a high CRS score.

Fresher in Canada? How? You have no work experience so get skilled work experience. Consider taking a Masters in Canada once you have some experience.
