What was your eligibility and background check status on IRCC tracker when you got the first portal email?

I really don’t want to say that Ottawa is quicker. Maybe I and few others from 15-30 Nov AOR got extremely lucky. There are people from Aug Sep Oct who are still waiting and can’t imagine the pain and frustration they might be going through. There is no way to identify how IRCC picks up applications for processing. Though I would not have got it but still wish they had first come first served logic.

The problem is that most of those applications without movements with Jul-Aug-Sep-Oct-Nov AOR have never been touched since their R10 check. They just overlooked or were assigned to inactive officers' accounts. And only you can do is just wait for the official 16 months gap and then email them daily or writ of mandamus so they can pull up your file and give you PR in a few hours.

ITA: Oct 26
AOR: Nov 12
MEP & BIL: Nov 28
First call to IRCC - Jan 27, was told criminality done and eligibility & security not started

Second call to IRCC - Feb 3, was told criminality done and eligibility & security not started

Third call to IRCC - Feb 9, was told criminality done, info sharing in progress, eligibility in progress & recommended pass, security not started

Fourth call to IRCC - Feb 14 (yes I realize I may have been a little too excited and frantic about the process) - This particular IRCC agent told me she can see I called on the 9th and nothing has changed since then. My info sharing & eligibility were still in progress and security not started. She sounded a bit irritated and told me they'll call/email me if they need anything from me or have any updates. I can't blame her though, I realize I was calling a bit much and I didn't know agents can see a history of all the times you called. I decided I won't call them again for another month (except I get approved before then)

First GU - Feb 15, saw application status/profile updated on my IRCC acount but when I clicked on it, nothing had changed and when I logged in again, it had returned to submitted

Second GU - Feb 16, saw application status/profile updated on my IRCC acount but when I clicked on it, nothing had changed and when I logged in again, it had returned to submitted

Approval email - Feb 17

Single applicant no dependents, pure CEC inland - came to Canada in 2015 on a study permit, so it has been an 8 year journey and I'm grateful for this stage. I will keep updating when I get my eCOPR and PR Card. I wish everyone the best of luck and speedy approvals!

Isn’t the inactive user issue already been raised by media and IRCC is now more conscious about processing those applications as compared to being totally ignored earlier. Per IRCC and the immigration minister, inactive user is just a placeholder and even today they are using it for bucketing the applications….

Congratulations!!! During the entire lifecycle of your application you didn’t mention anything about the eligibility status. Did you see or get any updates about eligibility? Or it did you directly get approval email after security, Background got cleared and eligibility may have been completed sometime just before the golden email ?

What we have seen in reality is that some applications from Jul to Nov 2022 AOR have never been touched since MEP/BIL/R10, however, some with Dec 2022 AOR already passed all the stages and waiting for approval. This gives us the idea that they still having an issue as some files are just lost somewhere in their system and we may call them inactive officers or placeholders or whatever, but nobody is processing those applications until complain is submitted.

Thank you. Oh I see, I made a typo in my earlier post, I'll edit it now. I meant eligibility when I said background check. To my knowledge, background check is a combination of security, criminality and info sharing, and they updated me about those bits individually. My eligibility in tracker still shows "in progress" and background check on there still shows "not started"

Only gcms notes can tell whether you assigned to an inactive officer's ID or not as some checks they may run automatically with no human resources involved.

Thanks for the info! My tracker eligibility status changed to “in progress” yesterday and my GCKey has zero GU since meds passed. Hopefully I will have a GU next week!
