SINP - Application status in 'Application Received'

Hi,
My brother submitted his application to SINP (after ITA) on 11th October 2022. His NOC is 2171 and had quite good score (I think around 84) but the status is still in Application Received. It's been 18 weeks already when average processing time was only 9 weeks (as per latest processing times for same quarter). Is there a way to know what's causing the delay or if an enquiry is possible?
Also, it's his assumption that he doesn't need to change NOC to TEER since he got his ITA / Submitted application based on 4 digit NOC code. His IRCC EE profile was expired in January so he submitted a new one and already updated SINP with new EE profile.
I would appreciate if someone can share their status updates about their application and confirm if assumptions are correct.

He should contact SINP. Assume NOC matches education. Applied before NOC changes to TEER system.

Your application is in the queue to be processed. Processing times can change and are not always an accurate prediction for future applications. Please note the processing times listed reflect the average time it takes for 80 per cent of applications to be processed. It is measured from when an application is first received to when it is processed. The fastest and slowest 10 per cent of applications are considered outliers and are removed from the averages.

My colleague is in the same situation as your case. She was ITA in August 2022 and she submitted her application October 2022. It's 9 months now and the application is still in IP. It actually changed to IP in January 2023. The NOC is 2171. I understand the change from the four digit NOC to the 5 digit NOC is most likely responsible for the long delay. Please keep me updated of your progress.
