One of my friend recently recived a PFL. "I have concerns that you have failed to fully disclose the use of a third party involved in the completion / submission of your application. This is material to the assessment of your application" . Can someone please let me know how can he deals with it.

A PFL letter indicates that IRCC intends to deny your application.

IRCC suspects that an agent helped you in completing the study permit application. However that agent wasn't declared in the application. You need to respond truthfully, confirm if an agent helped with the application or not, and provide the agent's details.

His application was already denied with 5 years ban. He requested a reconsideration and recived this email. Agent has not helped him but his cousin paid for his application. Can you please provide some information what should he do now. Also his cousin is in Canada and earlier he obtained GCMS notes through him as thois was his second application after the first refusal.

Using someone credit card to pay or asking someone to request the notes is not the reason for the refusal. Until when your friend is honest, the two are not. Somewhere may be study plan matching other applicants, though this may not be exhaustive
