You can but they assessed them as secondary so not sure WES will change their decision.

You can ask but WES usually don't change their assessment once the certificate issued. If you get it done you would be a lucky one.

Is it a One Year course? Is it a Post Graduate Diploma?
if the answer to both the questions is YES, then WES will give you two or more.

No it’s not a post graduate diploma it’s a post graduate certificate it’s for minimum of 6 months to finish also it has only one semester but the certificate also demands eligibility as graduate in engineering even with that they won’t consider for two or more?

Needs to be at least 8 months (two semesters). Doesn’t matter if you need a degree as a requirement.

Will not be considered in WES. Forget it and apply for a Post Graduate Diploma at IGNOU.

You need to add both degrees/diplomas separately in Express Entry application

"Undergraduate certificate (one year) and bachelor's degree (four years)"

Undergraduate (1 year) certificate is equivalent to One-year degree, diploma or certificate from a program at a university, college, trade or technical school, or other institute

so you will definitely get two or more for your education

I got ECA for my bachelor's degree (4 year bachelor's). I entered this in my express entry profile and I also entered my Canadian 1-year graduate certificate. I'm still only getting points for just the bachelor's degree
