Transit visa refusal after 4 months of waiting

My transit visa of Canadian was eventually refused after 4 months of processing, which is fair, cuz my flight was literally 15 days after my application.
This is just so ridiculous. I wonder if anyone knows being refused of transit visa due to…inefficient visa review is of any significance. Will it leave a mark on my visa history when I apply to other countries?

You need to mention the refusal on all applications to other countries.
