What exactly is being asked for under highest level of degree in the application for open work permit? Is it highest level of degree completed or in-progress. I have searched everywhere but can't get any answers for this category of application. Can someone please help? I'm almost done with PhD (not graduated). Should I use it or MPhil? Thanks

Highest level of degree means the level of education one has until now.
