I cannot say for certain that this will work, esp as service level sometimes different by region, but an acquaintance recently got one through the government online service portal ("gosuslugi"), and it was all processed online including the final copy. It was even fast. And from personal experience, Canada is fine with the electronic printed versions (with translation and all that of course).

That said, I would pursue both avenues - ask Canada to waive the request, but also see if you can get the PCC just in case.

Barring that I know that there are ways to get it from abroad (by requesting others to get it for you) - I just don't know details of how that works.

Thanks - apparently this is indeed a new option (to get an online copy). We may try and provide both the online copy and a letter of explanation at the same time if that's possible.

At the moment we are in Mexico, just on tourist visas, and neither of us are residents here. My understanding is that Russian consulates/embassies will only provide this service if you are a resident of the country in which the embassy is located (ie it explicitly says that on the Russian consulate in Toronto website). When you guys applied in Montreal, were you residents or on visitor visas?

I've just checked the requirements - I do not see that requirements about residency. They ask a document of your current status in Canada, but can be a TRV I guess. HOWEVER, the funny thing, is that the consulate in Montreal has no such requirement on their web page. I did last December and the only thing they asked was the Russian passport, and it's copy. They never asked or looked for anything else.

Btw, embassy in Mexico doesn't require any residency as far as I can see right now. But they, on the other hand, will make it in Russian only. You have to translate it yourself. So if you plan to spend some time there, see if there are slots available for the visit

Exactly 7 days from the day of the visit with the time it took Post Canada to deliver it.
They provide it in English or French.
Free of charge.
You have to register for an appointment and that may take time as the availability is not that great. But if monitored closely there are people dropping out each day so sometimes free slots popup now and then

That thing about not accepting online ones is no longer accurate, they do accept them, and for the online way of applying, there is no option to receive the printed version anymore.

Are you fairly confident that they will accept the online version? We have already applied for this and expect to get it in a few days (and will then get it translated).

FYI via the service portal you mentioned you are able to apply for *both* a physical one and an online one still, but we of course would not be able to pick up the physical one.

Yes they consider it to be "expired" 1 year after the issue date

There is no way in hell I would let her go back to Russia while Putin is still alive, nor would she want to go. Correct, the border is not closed, but that fascist government can do something crazy at any time - it's just not worth the risk.

We submitted with our original app just the online printed one (at the time I thought the printed one was not possible, could be my memory that's faulty). I can't recall whether I even bothered putting a letter of explanation that it was the online one, I dont think we did. (I had actually asked someone at embassy in Moscow who confirmed online was okay, but that was completely informal and can't be relied upon.)

Anyway I would submit the online one you get with explanation and then pursue/try to get the original, either have someone pick up and mail or through consulate abroad, in parallel. I feel 80-90% confident they will accept the online and without any explanation.

At any rate - responding quickly/soonest has a good chance of just getting accepted, sometimes they seem to ask for these things when they don't really need (I mean that sometimes it seems an assistant at lower level goes through the checklist and the more senior person who decides can just waive it anyway).

Let others know how it goes.

Thanks for the follow up. I'm debating between providing the online one with a translation and nothing else, or the online one with translation and letter of explanation. I'm just wondering if even pointing it out at all (the fact that it's an online version) is a good idea. I'm going to wait to see how the online version looks vs the printed one.

We have found options to get a physical copy - it would just be very tedious (we would have to fly to a city that has a Russian consulate that would provide this to us).

I will definitely follow up here on the outcome.

If they reject the online version, I assume they wouldn't reject our application together? Would they just ask for a printed version again?
