After I (PA) submitted PR application, I received PR Portal confirmation email (to the PA email) that I have successfully submitted my permanent residence application.
My question is: Does the AOR get sent to the sponsor email or PA email?

The AOR goes to the sponsor but you may receive a temporary application number, still you have to wait for AOR

Does the receipt of AOR mean that the submitted information is complete (i.e. the application won't be returned) or just means that IRCC has received the application, but may still return it?

Usually AOR means the application is completed. But they can still request for more documents/information later in the process.
