If you want to apply with your own money without scholarship, it is easy. If you satisfy the conditions you can get an approval from the school, like colleges, or diploma programs at universities different than the master or PhD education. If you want to apply for a master or PhD with scholarships first you should email the related professors with your cv and transcript and purpose. If a professor accepts you as a master or PhD student he will possibly give you a scholarship. But getting acceptance from the school is the first step, the more dificult one is to get a visa even if you have acceptance from a school.
