My friend is a truck driver who travels to USA daily for his job and comes back. He got invite for his citizenship oath ceremony.
It takes 2-6 weeks to get the citizenship certificate after the oath and they will have to cut the PR card during the oath ceremony. Will he be able to work for those few weeks until he gets the Citizenship certificate, without any PR card ? Or is there any process to expedite the process.

I would suggest him to call/email IRCC to request for in person oath, so he can get citizenship certificate on the day of oath. He can come back to Canada with Citizenship Certificate.

If you do not have a passport, and are returning to Canada, the following documents can denote identity and citizenship:

  • NEXUS card, held by a Canadian citizen, when entering Canada by air (when coming from the U.S.), land, or marine modes
  • FAST card (Free and Secure Trade), issued to a Canadian citizen (when arriving by land or marine modes only)
  • Canadian emergency travel document
  • Canadian temporary passport
  • Certificate of Canadian citizenship (issued from 1954 to present)
  • Enhanced driver's license issued by a Canadian province or territory
  • Enhanced identification/photo card issued by a Canadian province or territory

Thank you so much for your reply .

He has already emailed them stating all the circumstances but haven't recieved any reply as of yet.
We'll try calling IRC tomorrow to request in person oath ceremony. By any chance do you know if they can expedite the process of citizenship certificate on request in the virtual ceremony

Wait, before thinking about them returning, how can your friend enter the US if they don’t have a passport? Does the US allow you to enter on a Canadian citizenship certificate? Or is their old passport with a valid US visa still available for use?

I absolutely understand that. I was just curious to learn whether the US would let you in without a passport… or if the previous country’s passport remains valid even after the oath. Unless the person in question has a US passport, of course.

India does not allow dual citizenship according to Indian Passport Act 1955 and has an automatic loss provision. The moment the oath of Canadian Citizenship is taken, one automatically loses Indian Citizenship. Using it for travel after having taken Canadian Citizenship oath could potentially incur penalty - it needs to be surrendered to the nearest Indian High Commission.

You can apply for your Canadian passport urgently once you receive your Canadian Citizenship Certificate

I think he can use the 3 month grace period to travel on Indian passport without incurring any penalty. Since he's traveling to the US with a valid US visa and not going to India on Indian passport it should be fine.

This thing about 3 months grace period is talked about often, but given the number of PIO in Canada, not one case has come forward saying they used this grace period, so I strongly suspect whether this is a valid option or not.
If someone who is commuting daily to the US on an Indian PP, I am guessing it is not being stamped every day, then it probably can be used for travel, but I'd be very worried about having a post-Canadian-citizenship date stamp on it.

He can request to expedite during the ceremony but it's upto the IRCC officer to consider it as urgent.

@Rpa567 Did you get a response? When is/was your friend's oath? I am in a similar boat and will have to eventually figure this out.
