Also, I don't understand how background checks via fingerprints takes so long. My mother has never been arrested in Canada. As such, it should come up with no matches at all (submitted December 15, received December 16). My understanding is that you cannot have convictions under the Criminal Code or Citizenship Act, and cannot be currently charged with or on trial for anything under these laws.
Even if there are a lot of people with the same name and date of birth as my mother, the presence of the Social Insurance Number should make it very clear who she is. She has only ever been assigned one SIN (the one she currently uses), and I have filed taxes for her for every year since becoming a temporary resident.
