TODAY the IRCC answer me:

• Your application is currently at the IRCC local office in Sydney. This office is verifying if you meet the eligibility requirements to be granted Canadian citizenship. Rest assured that you will be contacted if additional information is needed.
• The next step will be to invite you to attend the citizenship ceremony. The local office will schedule an appointment for you in due course, if necessary.

SO question:
At the first the local office in Ottawa process my case.why now my case come back to IRCC local office in Sydney?
as far as i know:applications are dispatched to a different local office NOT local office in Sydney.

Is there any one who handles it at the Sydney headquarters?

Different offices handle different tasks. As it is said, CPC Sydney is in charge of checking eligibility.
But your case is a bit delayed, in my opinion.
