While sponsoring my mum who has 2 dependent grand kids (minors), do I need to fill seperate forms for each grand child (3 principal applicants)?
or will the two minors be captured under my mum's application (1 principal applicant)?

As already specified unless the grandchildren are orphans you can’t include them in a PGP application.

The term depedents doesn't really mean someone that depends on your parents day to day.

It means children of the PA (one of your parents) that's under 22 years old and is not married or in a common law relationship.

Again what happens to the grandchildren's parents? Are they alive?

yes they're alive, but grand kids live with my mum.

Then they are not your parents' dependent. As I've stated, "dependent" doesnt mean that those are people depending on them.
So under IRCC's definition, the grand kids are not their dependents. They cannot be included in the application.
Arrangement should be made so that the grand kids will have others to take care of them once the PR is approved.

If that is the case PGP may not be the right option for your mother especially at this time. Are there others able to care for the children while she meets at least her RO? How old are the children? If they are almost adults and will soon be able to live on their own then meeting RO may be possible.

Children are under 14 because OP asked about biometrics in another post.

Ok so unless the children can live with their parents or other family members relocating to Canada and meeting RO will be very difficult. or impossible. Before someone asks, getting the children study permits and paying for them to attend public school in Canada or even a visitor visa will likely be very difficult. There isn’t an easy way for the children to accompany the grandmother to Canada.
