I think the best option is as mentioned by @Baha.A.T , kudos to you brother. Go ahead with a visiting visa with all necessary proofs of tie, and then, consummate the marriage and get the certificate and use same to include her in your PR application. But as someone rightly mentioned above, the IRCC ought to know that the major reason for a spouse coming to see a partner is ultimately for them to cohabit perpetually? May God help us.

IRCC can reject anything fam, just pray for Favour and speed in your application. The mood of anybody in passing judgements counts a great deal. And prevailing “internal directives” also counts. Just like in other establishments, internal politics also act on decisions.

There are no fiancée visas in Canada. Think you may be talking about the US. If spouses want to visit they must apply like any other visitor with proof they will only be in Canada for a temporary visit, they have strong ties in their home country, etc. which is why so many spouses are denied a TRV.

In cases where spouses have had an arranged marriage or spent minimal time together IRCC often wants to do an interview to try to determine which are true marriages and which ones are marriages to secure immigration. Once a person enters Canada they have the option of filing numerous attempts to remain in Canada and deportation takes a long time and is very expensive. Canada makes it harder to enter the country trying to avoid having to attempt to remove people in the future. For example, it is easy in the US to deport people so the US rules when it comes to visas are more relaxed.
