Travelling with a passport/visa about to expire

Hi.

I'm on a PGWP. My parents got their visitor visa this year and they spent a couple of weeks visiting in June. They want to come back next year, but my dad's passport AND visitor visa are expiring by the end of September, two days after his birthday. I was thinking about celebrating his birthday here before he went back home. These are my options:

1. He can renew his passport and then request a new visitor visa. The problem is that the processing time for visitor visas in our country is currently 400+ days. Can he renew his passport, apply for a visitor visa, and if he doesn't get it approved on time still travel with the new passport and the visa in his old passport?
2. He can travel with his current passport and visa, then renew his passport in Canada (there's an embassy in Toronto), and leave with his new passport. Is there a problem if he leaves Canada after his visitor visa has expired?
3. He can travel and leave right before his passport and visa expire. Is there a restriction on how much time his passport or visa need to be valid to enter Canada? I know some countries force you to have at least a 6-month valid visa to travel.

I have another question. If he comes to Canada and he sends his visitor visa renewal application, is he considered to be an "inside of Canada" applicant even if he's a visitor?

Unfortunately, only people with a valid study or work permit can apply for a TRV from inside Canada.

I've been doing some research and I can't find any information saying that you need a 6-month valid passport to enter Canada (as some other countries do). I would like to confirm if anybody knows for sure. My dad is planning to travel to Canada 3 months before his passport and visitor visa expire, and he'll leave one week prior to that.

The postEd processing times are often incorrect. Don’t know any country that has such a long processing time.
