Regarding info about 16 occupation

Hi,
My name is Gagan and i am from Chandigarh. I have two daughters under 4 years. My wife is a teacher by profession from past 4 years. She is having Master's, NET , B.ed and TET qualified. I have done diploma in electrical engg. And having 5 years exp. In relevant trade. Our age group is under 34-36 years. My question is are we eligible for express entry in Canada under new 16 occupation bill, and has this bill been passed or not. If we are eligible then how many bands will need?
Please suggest us that how we can become permanent residence in Canada.

The new bill has not been implemented. You need to complete ECA for your degrees, and IELTS. You need CLB 7 in all bands to be eligible. Eligibility does not mean an invitation.
