This is not a job site. Use Canadian job sites like Job Bank or Indeed. You need a job offer and your employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only you. Then with LMIA, you apply for a closed work permit.

Yes, you can. You need to find an employer and apply through the HCCP program. Your certificate needs to be assessed through an ECA for equivalency. Information in the link.
