Please can you provide me with the details of how you sent directly to Accra Visa office. How did you make payment and how much was it. Did you use DHL or UPS? I would appreciate your detailed explanation please.
The below is what I got from Accra when I emailed in late June but you can send an email to them to confirm.
We used DHL directly to VFS Accra because we do not live in a city that had one and we needed to cut the middle man. It was about 1.5 weeks from the day we mailed to Accra and the day it was delivered back to us. Payment was made in a Nigerian bank (sorry can't remember what it's called) and receipt was attached in the package with other required documents.

Letter from IRCC
CVAC Consent Form – Pages 1 and 2 only (see attached)
Typed Return address, telephone number and email address on a sheet of paper
Payment slip of GHC204.00 (per person for residents within Accra) or GHC207.00 (per person for residents in Tema and outside Accra) or GHC508.00 (per person if you live in any other country within Africa)
Required size passport pictures – Permanent Resident Applicants(50mmX70mm with date, name and address of studio behind one photo)
Any other documents required – Permanent Resident Applicants
