Hi, my brother has same situation .2 study permit refusals and i applied for JR and received settlement. Lawyer said cic will reopen file. Waiting to hear from them

It just means that your file will be reviewed by a different VO.

Obviously/literally is just meaning wasting time and resources while both federal departments are playing like gambling with each other plus clients

@Copingwithlife this is the same visitor visa overstayer who has been creating fake accounts and abusing people left and right.
