I found this note:

• NOTE 1: You CANNOT SUBMIT PR CARD AS AN IDENTIFICATION DOCUMENT.
  
  
• Please advise if this is correct because the online application

Under "Examples of identification you can use include," it states that "A PR card may only be used as a personal identification if your second piece of personal identification was issued by the Canadian government."

Identification issued by the Canadian government includes driver's license and health insurance card
