Does Indian PCC required for applicant who lived outside of india for more than 10 year.

Need an advise.
I am completing 10 year outside of india on November 25th and i need to know if i need to submit indian PCC.
Canada.ca says i don't need. However i am making sure i am interpreting it correctly

You don't have to - your application won't be rejected as incomplete if you won't do it. However, it's up to case officer to decide if they want to see it, so they may ask you to submit it as an additional document.
