IMM 1344 completing and uploading

On IMM 1344, once completed, signed and validated, it specifies the 5th step, which is "5. Give an electronic copy to the person being sponsored (principal applicant) to upload into their online application."
Does that mean that the PA must have a portal to be able to upload his copy of the IMM 1344?
There is no mention of this "PA portal" anywhere.
Any clarifications?

Considering that it is the PA that logs in and works on completing his "permanent residence application", how must this be read?

The sponsors document IMM 1344 needs to be signed by the sponsor, then a digital copy (I signed, printed, then scanned mine) is uploaded with the online application that the Primary Applicant submits online.
