Unfortunately that is why IRCC sends out 23K invitations and accept up to 15k…so many people are not even eligible and just submit an EOI because they think that the requirements will not apply to them.

i feel ya man.. 4 yrs and i did not get invite,, been trying for soooo long.. this year i thought smaller pool.. i might hit the lottery.. however not yet.. any idea they still sending invites ?
I know many people may have asked but I still need to put here as this year everything online, the old guide may not be applicable.
I am a primary sponsor, co-signed with my husband for my parents, I have a younger sister, adult, working, divorced in home country will not come.
My questions:
1. 0008 form: Do I need add my sister and myself?
2. 5406 form: Do I need add my sister and myself?
3. 5669 form: Do I need add my sister?

I think we still have until Wednesday this week, but not 100% sure. Last year the draw closed 2 days before deadline if I remember correctly
You do not need to add yourself and your sister if she is not dependent ( Check full definition of Dependent on website - if she is 22 year age or over then she is not dependent ) , Include only Principal applicant ( For example if father is principle applicate ) then add Mom as your dependent .
Not only do you not qualify for 2019 you also didn’t qualify to apply in 2020 when you were required to qualify for 2017, 2018 and 2019. You shouldn’t be in the pool to begin with. You don’t qualify for many reasons.
I understand OP isn't eligible based on his income. But should a sponsor who entered the pool in 2020, received ITA in 2022 show tax statements for past 5 years?
Below is what I see on the CIC portal.
If invited to apply --> They you apply --> Provide 3 tax years statement before the date you apply (2019, 2020, 2021)
There is no where CIC asks for 2017 and 2018 tax statements, even if you entered the pool in 2020. If you got an ITA, then they assess the immediate 3 previous years tax statement. Isn't that right?

Yes, however when they opened the pool in 2020, they clearly stated at that time that if you get the invitation in 2020 you need to qualify incomes for 2018, 2019 and 2020. So technically if you already knew back in 2020 that you did not have enough income to sponsor in 2019, you shouldn't enter the pool.
You would have never qualified to be in the draw for 2020, 2021 or 2022 if you had not met LICO for 2017, 2018 or 2019. So yes if you are in the 2022 draw you needed to meet LICO for 2017, 2018 and 2019. Will IRCC enforce the rule for 2O17, 2018 or 2019.? Unsure, but they could.
That is a very valid and good thought if the intent was in 2020 and the application submission was in 2020 as well, though I am sure that is unlikely.
In this excerpt from Guide 5722, try the emphasis on the application submission date (which will be in 2022, the intent was in 2020).

Not a separate forms, but you two must be listed on "Section B: Children" of both of your parents

that's right.. they take a few days to provide that tool as well; where were can see what confirmation number got invited and which ones didn't.. i don't hear anyone here or on Facebook with new invites.. guess that tool might be out in a day or 2
Yes you are correct and the (2020-Unqualified) applicant never received an ITA in 2020. For PGP IRCC 'DOES NOT FOLLOW A FCFS POLICY', emphasizing this point because, the (2020-Unqualified) applicant only GOT INTO THE POOL in 2020, IRCC has every right to not sent an ITA in 2020, which IRCC didnt and the selection criteria is a total grey area. Now in 2022 the said applicant is fully qualified and receives an ITA.
Same as applicants in Express Entry pool who redo IELTS and update their profile, gain more points under the same profile and receive ITA. So ideally that applicant would have never qualified for that ITA draw at the time he/she entered the pool.
