Police clearance certificate impossible to obtain

Hi everyone. So where I live, in Kenya, getting police clearance certificate is almost impossible (if not actually impossible) for Somali citizens even if I am a PR of Kenya. I have tried literally everything and have been trying for months. For most other nationalities, you can easily get the PCC. How am I supposed to explain this to IRCC when I am invited to apply? It is not my fault the Kenya immigration authorities won't issue me a PCC based on my nationality.

Here is the process to obtain a Kenya PCC as per IRCC website:

You should apply in person to the Divisional CID office for the area where you live in Kenya or the CID Headquarters-Nairobi (see Special notes and considerations for complete address). You must allow your fingerprints and palm prints to be recorded on a prescribed form and you must also bring:

  • Your original and a copy of your country’s passport with documentary proof that you have been a resident in Kenya
  • Document from your employer or training institution
  • For expatriate, a valid work permit or dependant’s pass
  • Students will have to produce pupil’s passes accompanied by relevant testimonials and/or certificates proving the completion of the course
  • Applicable fees

If you have already tried the above process and got a response from the concerned Kenyan authorities that they cannot issue you a PCC as you are a Somali national, you need to explain that you got such a response in your Letter of Explanation (LOE) that you submit along with your eAPR. Along with this explanation, attach the evidences of the application that you submitted along with the official response you received and request the case officer if you need to follow a different process to obtain a new PCC (as this is the process outlined in IRCC website for non-kenyan nationals living in Kenya)
