If you don’t qualify for EE then options are very limited. 1. Find an employer with LMIA and apply for closed work permit. (Doesn’t guarantee PR). 2. Study in Canada (doesn’t guarantee PR) 3. Find employer, get job offer and apply to PNP program in the province you have offer.

Is there anything you can do to increase your score? Retake language test, gain a higher level of education or work experience? I guess you've probably looked into it already?
