Hi everyone,

i am a canadain citizen living with my wife who has her PR. My wife’s older brother wants to come to canada. He does have a university degree injournalism. And he wants to come to canada and hopefully end goal is PR. What and how do i proceed to help him? He is from Iraq. Can he apply to get job here to eventually get PR? Please let me know. Thanks.

Look at immigration programs like Express Entry and see if he is eligible based on age, education, language and skilled work experience. Or Provincial immigration programs like Ontario (OINP).

A job offer doesn’t give him entry to Canada. He needs the job offer and then the employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only him. Then with LMIA, he applies for a closed work permit. For the permit, he show that you are experienced to do the job. The process can take many months, and few employers go through the process.

He needs to improve his English skills. The weak English skills are sort of a deal breaker. Have him focus on that for a while.

He should also focus on getting at least one year of skilled, full time and paid work experience.

Until he has the above his options are super limited.

So he needs to work 1-year minimum with his degree in his country?

One year of continuous skilled work experience, CLB 7 for IELTS in all areas, and ECA for degree, just to be eligible to submit a profile for Express Entry. Does not mean he will be invited. Is he married?

It does not have to be related to his degree. In fact, I would recommend it not be if that's possible.

Journalism isn't an in demand profession in Canada. This means that no employer is going to pursue an LMIA for a journalism job. If he wants to go the work permit route, it will need to be in another profession and IRCC will expect that he have work experience related to that profession in order for the work permit to be approved.

For PR, he can certainly apply under Express Entry with a degree and work experience as a journalist (at least one year, continuous, paid). However he won't have enough points to be selected just with that. He would need to have a higher degree (likely at least a Master's), very strong language skills and other factors that boost his points.

For PNP, the options will be super limited with journalism work experience since this occupation isn't at all in demand. He would be better off with work experience in an in-demand occuption.

I say your wife's brother is in the tough boat, mainly because of his education field and English language proficiency. I would suggest he to improved his English proficiency first before doing anything.
