I will be visiting immigration office tomorrow first thing in the morning and as u said would attached the receipt along with my immigration appointment slip for capturing in the letter of explanation.I don't think it's even possible in most countries to get a passport in 2 weeks.
What I would do is apply for it straight away and ask the passport office to fast track it. Make sure you keep your receipts and evidence that you applied for your passport and include this in a letter of explanation to IRCC. As long as you're trying hard to get it done they will likely give you more time.
I think they will give more time since the request letter stated this: Should you be unable to provide the aforementioned documentation/information, you must advise us in writing along with supporting documents, detailing the reasons why you cannot provide the requested information/document(s). If we do not receive the documentation/information within 15 days, your application will be assessed based on the information we have on file, which may result in the refusal of your application.
