You can always apply but I'd be shocked if you got it. We did not get it retroactively to our daughter's birth, only retroactively to when we started living in Canada. (Canadian citizen husband/kids, US citizen/Canadian PR wife). Also they actually did it based on when I became a PR not when my husband husband and child re-entered Canada
You have to paying taxes in Canada to be eligible.

I am a Canadian citizen living overseas and my two daughters born outside of Canada have got their Canadian passeports while staying abroad. My wife, a non-Canadian, has already applied for PR under spousal sponsorship category. My question is: Can I apply to get the child benefit (CBC) for my daughters while staying abroad with a non-Canadian wife?

CCB is to try and offset the high cost of raising children in Vanada. If you aren’t living and working in Canada you won’t qualify. It makes sense why would Canada
pay CCB to someone abroad not contributing to the Canadian tax base and not facing the high costs of raising a child in Canada?

I am paying tax to canada on my foreign income
