1. Depends what program - SUV through feds or a PNP program. Each province has different requirements for net worth and how much you are investing in an existing or new business.
2. If you succeed, good.
3. Yes, if they have permits.
4. Yes. You still pay dental, prescriptions, eye care, physio and any therapies. You can visit a doctor or ER for free.

Just one query, incase Startup Business fail in Canada after a reasonable period of time, what will happen ? PR will revoke? Or can stay in Canada & can do work.. Thanks
