As Canada has removed all the covid19 border and travel measure now, do we know if Canada is now accepting and approving new tourist visas?
I am in Canada and my friend plans to visit here for tourist purposes. I can send him an invitation letter for a visit. Wondering if he can apply, as while checking the eligibility, they are still asking this question:

Why are you applying for a visitor visa? (required)
- To unite with a family member
- To visit on business
- To attend a funeral or provide support to a critically ill person
- To join a vessel (marine crew member)
- To assume a diplomatic post
- To come with an immediate family member who’s assuming a diplomatic post
- To handle the affairs of a victim of Ukraine Airlines PS752
- To get the Canada-Ukraine authorization for emergency travel (CUAET)
- None of the above

And his case falls under 'none of the above

Canada has been accepting and approving new tourist visas for quite some time now.

Your friend could have applied a long time ago.

Not sure where have you been all this while! Canada has been accepting and approving TRV for quite some time now, only issue is that the processing time are very high. Check processing times for the country from where you are applying. Some folks have been lucky to get it approved in a very short time, some have been waiting for more than 6 months too.

You should ask your friends to apply asap and join the queue. The questions that you have mentioned comes up when you access the new IRCC portal for applying the visa. This is mostly used by folks who are inviting their immediate family members. For your friends, use the GCkey portal which has a purpose of visit clearly listed out - Tourism or Visit family or friend. Appropriate supporting documents will get listed when you go through the complete wizard.
