PR Card: extra photo required or not

My question is what is experience of other people, did they submitted extra photos or the one pasted on copr was scanned to be fixed on PR card. Tnx
They still seem to require two to be submitted with the package for passport request, and then they say take both of them. Why? That's the way they've always done it, I guess. It seems now they don't need the second one.
