We have the same timeline! We picked our passport on sep 29th from an office but no update on certificate yet. Please let us know when you receive it.Finally got my passport today. Here's the full timeline:
Mailed: June 8th
Received by Passport Canada: June 9th
CC Charged: July 11th
Passport mailed: September 26th
Passport delivery attempted: September 29th
Passport collected: October 3rd
Still waiting for my citizenship certificate to be mailed back to me. :/

So, yes, a person can be a guarantor with a valid 5 or 10y passport even if it was received just yesterday.
