Data, as given in the google sheet tells us about a significant decline in the percentage of single applicants applying online.
March 2022: online/single = 86% (Since only single applicants can apply online so far).
April : 96%
May: 92%
June: 96%
July: 86%
August: 77%
This is what IRCC must consider before setting realistic targets since there exists strategic interaction- applicants update their strategy after observing IRCC policy. Perhaps, this is the reason that IRCC is targetting considerably higher number of paper applications and the transition to online applications is a secoondary goal, primary being deflating the expected processing time by creating outliers in the form of 3-4 month processing of recent paper applciations.
