we have met only for 10 days when we got engaged . in India marriages are big deal. a lot of ceremonies and rituals are to be done . so it was not possible for us to get married. he cant visit because he has started new job he cant travel right now
Does he got holidays and/or annual leaves or overseas business trips? Or he lives near the border and you can visit him in the US?

Ah…so you have spent no time together (that was 3 years ago) but were invited as a fiancé to come visit Canada. Consider meeting him in another country. You have had the last year to do so with an easing of travel restrictions.
we have spent time during her visit here he specially came here to meet my father .make our relationship more public. i do have vcalls screenshots , call logs , his parents meetings photos with me. he ha even provided me some financial help during pandemic i do have screenshots of that.

no we are in long distance relationship as bf gf from 2019 . he wanted to travel to meet me and make our relationship public in 2020 but covid happened . so he came this year for 10 days just to meet my father and get engaged to me.

So if he has day-offs (even one day), then he can drive to the Niagara falls border and meet you at the US side of the falls.
The greater challenge is for HER getting the USA visa.. unfortunately she's already had two rejections for (whatever the reason), and USA system will see those rejections, and if she hides that she applied twice and got rejected, they will ban her from USA. It's not a solution, unless they both meet in a European country or possibly Dubai.

So basically your relationship will count from the date you guys got engaged. BF/GF relationship will not account for much, especially if you're stating the timeline of 2019-2022.. with 1 year of travel restrictions, and 1.5 years of eased travel restrictions, where he could've come to meet with you last year at any point after Spring 2021, July.. August..

So all these things including 'financial help' will be useful when he's applying for your spousal sponsorship, unfortunately none of these would account for or assist for a visitor visa. There's literally zero percentage chance for you to get the visitor visa, I may sound harsh, but unfortunately they will consider you're showing as engaged, once you come here, you both will be going your own ways.

The guy got new job and cannot travel (long haul flights I presume). That's why I suggested New York state. It's a drivable distance from Brampton.

ok can you explain me . what is exclusive dating concept. if it can be considered as a relationship?

i don't have 2 rejections . i have only 1 refusal from canada . no other rejections

Unless you're married, or are in a common law relationship (which India does not have a legal system for), no other relationship is significant for IRCC.

Agreed, but the point is, the OP (Simran) is applying for Canadian Visa, and with a rejection, it isn't going to be any easier for her to get a USA visa either. Also, the guy in Canada is not a PR, or even if he is a PR, he requires a USA Visa to drive to US or fly to US, which is also difficult given the interview appointment times well into end of next year.
