I'm currently trying to sponsor my family to come to Canada, but unfortunately, the portal is currently closed. I was wondering when the portal will open for me to invite/sponsor my family?

So there is no portal to apply. It is a lottery based on meeting LICO for the total number of members in your family for the past 3 years. Have you met LICO for the past years with NOAs. How old is sibling? The 2022 PGP program has not even been announced and is usually oversubsribed by tens of thousands of applications. Some people never are selected.

For sibling, he/she needs to be under 22 years old and single to be part of the PGP sponsorship (as your parents' dependent).
Otherwise, the sibling has to immigration on his/her own under other economic route. Parents and siblings are not part of "immediate family" as defined in IRCC family sponsorship. Spouse, common law partner and your own children(dependents) are your immediate family.

Details of PGP 2022 has not be announced. This is for PGP 2021 and you can take a look as reference.
If they don't make major changes to 2022 PGP, it will be again in a lottery system and you need to meet income requirement of last 3 years (unless you are a resident of Quebec) to enter the lottery.
