If I apply for LMIA from overseas in order to support work permit, what stream would it be

Is it PR stream(dual intent) or High-wage stream? I've been told by consultant that PR stream LMIA cannot support work permit for applicants who are not currently in canada and working for the employer. I am very skeptical and yet I haven't found any rebuttal evidence.

You don’t apply for a LMIA, your employer does. Are you working for your employer now and it is a transfer? What is your NOC? Once you have a LMIA, you apply for a closed work permit or can use the 50 points (in most cases) for your EE application.

not sure about the initial question- but it's on the employer to apply for and obtain a LMIA
