Confusion regarding the IRCC guidelines and IRPA 220 (a) and 220(b) act for study permits.

I found that according to IRCC guidelines we have to submit "proof " that we have available funds to support ourself for 1st year tuition and first year living expenses in the " Proof of Financial Support " Section of application but why do we get refused by them saying "not enough resources to pay tuition and living expenses for PROPOSED STUDY PERIOD according to IRPA act?
Does this mean we had to show proof of funds for whole study period in the first place? That's a big difference between the "amounts"

Can someone clear me on this confusion?

Can you be specific with your situation as to pof you submitted? How much did you attach and whats your tuition fee
