Visitor Visa under PNP work permit

Hi, my work visa expired two years ago and I have my work permit valid until next year. Now I am applying for a visitor visa inside Canada as I need to go out of Canada and come back. It says on IRCC website it takes only 15 days for processing. But it has been 3 weeks now I haven't received any feedback.
Is there anyone who applied for this kind of visa as you hold a work permit? How long did it take in reality? Thanks!
